German Constitutional Documents 18061849, Part V
By: Heun, Werner (ed.)
Published by: K.G.Saur
The book edition of Constitutions of the World from the late 18th Century to the middle of the 19th Century is the most complete and academically thorough collection of its kind. It contains constitutional documents from all over the world, written from 1776 to the end of the year 1849. This collection includes about 1,000 constitutions, human rights declarations, and draughts of constitutions that never came into force, from this period. These early constitutional documents were collected and examined in archives and libraries all over the world, as part of a project by the Deutsche Forschungsgemeinschaft (German Research Foundation). Using the original documents, experts from American and European universities reconstructed the authentic constitution texts for each country, and annotated them in their respective original languages. Each volume contains a short introduction, a main part with the edited constitution documents of a country, comments and an index. The unique value of the complete edition lies in its making all constitutions, from the early phase of modern constitutionalism, accessible in a reliable, authentic text version for the first time. These constitutions were widely scattered until now and, in many cases, unknown. In all, constitutional documents from about 50 countries in Europe and the Americas will be published in volumes for each country. Constitutions of the World from the late 18th Century to the Middle of the 19th Century is a unique and fundamental source edition and an extensive documentation of constitutional history. At the same time, it supplements the microfiche edition Constitutions of the World 1850 to the Present, also published by K. G. Saur Verlag.

God in the White House
By: Balmer, Randall
Published by: Harper Collins
How did we go from John F. Kennedy declaring that religion should play no role in the elections to Bush saying, "I believe that God wants me to be president"?. Historian Randall Balmer takes us on a tour of presidential religiosity in the last half of the twentieth centuryfrom Kennedy's 1960 speech that proposed an almost absolute wall between American political and religious life to the soft religiosity of Lyndon B. Johnson's Great Society; from Richard Nixon's manipulation of religion to fit his own needs to Gerald Ford's quiet stoicism; from Jimmy Carter's introduction of evangelicalism into the mainstream to Ronald Reagan's co-option of the same group; from Bill Clinton's covert way of turning religion into a non-issue to George W. Bush's overt Christian messages, Balmer reveals the role religion has played in the personal and political lives of these American presidents. Americans were once content to disregard religion as a criterion for voting, as in most of the modern presidential elections before Jimmy Carter. But today's voters have come to expect candidates to fully disclose their religious views and to deeply illustrate their personal relationship to the Almighty. God in the White House explores the paradox of Americans' expectation that presidents should simultaneously trumpet their religious views and relationship to God while supporting the separation of church and state. Balmer tells the story of the politicization of religion in the last half of the twentieth century, as well as the "religionization" of our politics. He reflects on the implications of this shift, which have reverberated in both our religious and political worlds, and offers a new lens through which to see not only these extraordinary individuals, but also our current political situation.

Governance Reform Under Real World Conditions
By: Odugbemi, Sina (ed.)
Published by: The World Bank
Although necessary and often first rate, technocratic solutions alone have been ineffective in delivering real change or lasting results in governance reforms. This is primarily because reform programs are delivered no in controlled environments, but under complex, diverse, sociopolitical and economic conditions. Real-world conditions. In political societies, ownership of reform programs by the entire country cannot be assumed, public opinion will not necessarily be benign, and coalitions of support may be scare or nonexistent, even when intended reforms really will benefit those who need them most. While the development community has the technical tools to address governance challenges, experience shows that technical solutions are often insufficient. Difficulties arise when attempts are made to apply what are often excellent technical solutions. Human beings are not as amenable as are pure numbers, and they cannot be ignored. In the real world, reforms will not succeed, and they will certainly not be sustained, without the correct alignment of citizens, stakeholders, and voice.Governance Reform under Real-World Conditions is a contribution to efforts to improve governance systems around the world, particularly in developing countries. The contributors, who are academics and development practitioners, provide a range of theoretical frameworks and innovative approaches and techniques for dealing with the most important nontechnical or adaptive challenges that impede the success and sustainability of reform efforts. The editors and contributors hope that this book will be a useful guider for governments, think tanks, civil society organizations, and development agencies working to improve the ways in which governance reforms are implemented around the world.
